The ​Cosmic Council​ is AKAS' ​on-chain governance body, composed of ​senior title holders (V10–V12)​.Council members hold these rights:Propose and adjust protocol parameters​;​Initiate system-wide dividends​;​Advise on governance execution and smart contract upgrades​.Dividends derive from a portion of Rebase earnings, allocated as:​1% (V10), 2% (V11), 3% (V12)​​ – weighted by network performance metrics, ​auto-distributed during each Rebase.
