Does AKAS have a governance system, and how is it designed?

AKAS's governance mechanism combines a "title level system" with a "structural representative system," ensuring governance power originates from real on-chain actions. Users can unlock title levels from V1 to V12 by meeting certain criteria in holdings, referral numbers, and team neighborhood performance. The higher the level, the greater the Rebase incentive weight, proposal rights, and system dividend qualifications. Governance proposals, Cosmic Parliament dividends, and ecological direction adjustments are all participated in and voted on by titled members.
